aiLexiom began with a practical question: how can legislative teams process increasingly complex legal workloads without compromising precision?

Our story

The idea emerged in 2025 and was formally established in 2026 as a social enterprise dedicated to improving legal drafting outcomes through adaptive intelligence, housed within Willow Technology (Isle of Man) Ltd. to give it a stable base for its research and development phase.

Founder

Gary Clueit is a serial entrepreneur and investor with over 50 years experience in technology who has transitioned into politics and public service, serving as a member of the Isle of Man Legislative Council and Tynwald. The combination of successful commercial execution plus legislative responsibility has exposed him to one of the most persistent constraints in modern lawmaking, especially in smaller jurisdictions: insufficient drafting resource relative to legislative demand.

In day-to-day legislative work he saw how much time was consumed tracing obligations and dependencies across multiple Acts, secondary legislation, historical amendments and related materials. The need for better tools became impossible to ignore.

Mission

The Isle of Man, like many jurisdictions, has a significant body of older laws still in force. Reviewing them in context, understanding interaction effects and determining where reform is needed demands substantial manual effort. aiLexiom exists to provide legal professionals with a powerful analytical engine that surfaces cross-references, highlights conflicts and supports bill drafting — freeing expert drafters to focus on legal quality and policy intent. The mission is not to automate judgment away from legal professionals.

Social enterprise

aiLexiom was founded in 2026 on a straightforward conviction: that the quality of a jurisdiction's laws should not be limited by the size of its economy or the depth of its legislative drafting resource. We exist to change that.

We are a social enterprise. That means our commercial activities are the means to a mission, not the mission itself. Every service we provide, every model we train, and every tool we deploy is oriented toward a single public-interest goal: making high-quality legislative intelligence accessible to governments and parliaments of all sizes, including those with the greatest need and the fewest resources.

Structure and ownership

aiLexiom is a social-enterprise division of Willow Technology (Isle of Man) Ltd., alongside Willow's messaging-middleware business and AirZip. This arrangement lets the team concentrate on building capability rather than standing up infrastructure from scratch.

aiLexiom is intended to be spun off as a separate, independent entity on completion of the R&D phase, keeping the social-enterprise mission at the centre of the work while providing a clear path to operating in its own right.

What the name means

ai (adaptive intelligence) + Lex (law) + iom (Isle of Man, and axiom): principled, jurisdiction-aware AI for legislative drafting and review.
